A high-profile case shakes the provincial police department for particularly serious crimes. The well-known hitman Oleg Smirnov, who is known in criminal circles, is killed at a construction site by police officer Captain Sherigeda. Many questions arise not only about the captain but also about the whole situation. To solve the mysterious case, Major Odintsov comes to the city from Moscow. He is an old comrade of the killer, so he is not warmly welcomed. The thing is, in Moscow, the major investigated the contract killing of a certain Mikhailov - the director of a trading company. He believes that this is somehow connected to the death of the hitman, who was targeted to cover up the tracks. Local law enforcement officers seem to be afraid to assist the Moscow officer in the investigation. They try to lead him astray. It turns out that the wolves in epaulets are closely connected to the local criminal world. It becomes clear that Sherigeda has become a puppet in the hands of the gangsters. However, it is unclear what exactly role is assigned to him. Perhaps he is just carrying out the planned "covering of tracks".
