The main character lives and works in St. Petersburg. He sincerely loves his city and wishes it prosperity. Pavel is a police officer and by profession is obliged to eradicate crime. He often has to deal with petty fraudsters and car thieves. His measured life changes when he meets the wealthy entrepreneur Latyshev. The young man rescues the influential fat cat's daughter and he becomes indebted to him. In gratitude, the businessman helps him get a job in a special department. In his new position, resourceful Semenov does not rush to make friends. He quickly realizes that many colleagues do not hesitate to take bribes. He absolutely does not like the situation that has developed in the unit. The brave guy intends to restore order in the department and deal with the brazen bribe-takers. At the same time, he does not forget about ruthless thugs who prey on defenseless people. He fights desperately with criminals, sometimes resorting to questionable methods of combat.
