According to the director's concept, events unfold on the territory of Rostov. However, the producers decided to shoot the project in such cities as the provincial Tutayev and Yaroslavl.

The main character is a charismatic crook nicknamed Kozir, who is not afraid to get involved in dubious activities and is eager to implement another adventure. He cannot imagine life without unsafe adventures. Ivan embarked on the wrong path during carefree youth. The young man committed illegal acts and skillfully avoided responsibility. Then he had to leave his native area and go on a distant trip. After a considerable amount of time, the audacious man decides to return to the familiar town. The cunning recidivist thief decides to break with crime and mend his ways. He reconciled with the current government and wanted to contribute to the formation of minds. The key character agrees to collaborate with representatives of the authorities to restore order in the settlement. He is aware of the terrible situation prevailing within criminal groups. The useful knowledge comes in handy in his further work. The stubborn guy heads a special unit. The members of the newly formed department are obliged to eradicate crime and hold the criminal personalities accountable for their villainous acts. The former thief skillfully guides the boys entrusted to him in the right direction and catches dangerous types.
