The central plot revolves around a police department employee. One day, while on duty, he shoots a white young man. However, the man fired a total of 4 shots, which caused citizens to rally against him. Black employees of the prosecutor's office are sent to Tennessee with the goal of finding out the true motives of the committed crime.
