The plot revolves around Pavel Shelestov. Although he is a lieutenant colonel of the Moscow criminal investigation, among his colleagues he is nicknamed Shelest. The task of solving particularly serious crimes is entrusted to him. Guided by moral norms, Pavel sometimes acts against the letter of the law. This is necessary in order to punish criminals. The work is going like clockwork. But everything changes when a newcomer comes to the department. Denis Makeev is determined to fight crime honestly, which leads to disagreements with Shelestov. The police officers try to improve their relationship. However, soon a high-profile crime occurs. During a celebration at a restaurant, a fight breaks out, which ends in a shootout. As a result, six criminal investigation officers were killed. Strangely enough, Pavel turns out to be the guilty one. He suspects that it is a setup by members of the own security department. During the investigation, Shelestov uncovers the trail of the criminal authority Bolshov. He is connected with corrupt policemen and wants to revenge Shelestov for old grievances. The situation is further complicated by the fact that the gangster's wife, Alina, has romantic feelings for a member of the Criminal Investigation.
